Constitutional Expert: Where will Kurti get 61 signatures he needs to be mandated by the president?

Vetevendosje Movement should bring 61 signatures to the president in order to get the mandate. This is what the university professor Mazllum Baraliu says, Periskopi reports.

According to him, the party that won the elections is obliged to consult with the president on whether or not it has the numbers to form the government.

“The constitution defines that president is conducting necessary consultations in order to clarify whether the winning party has the numbers to make the government or not,” he told the KTV.

This seems to be the reason why the candidate for the Prime Minister, Albin Kurti, avoided the meeting with President Hashim Thaçi, who yesterday sent two consecutive invitations to the VV for the appointment of the mandate.

However, the issue now is from where will Mr. Kurti get those 61 needed signatures, considering that relations with the LDK are at their lowest point since the VV unilaterally nominated Glauk Konjufca for the Speaker of the Assembly.

Considering that in yesterday’s call President was referring to the Article 84.1, this practically means that his intention was just a consultation, as he would not mandate Mr. Kurti for the Prime Minister. The mandate is given following the consultation, after which starts the 15-day legal deadline procedure.

It thus seems that Albin Kurti is trying to get extra time in order to avoid the mistake he made with the appointment of the Speaker of the Assembly, and perhaps even beg the LDK for the conclusion of co-governing agreement.
