Baraliu: President’s 48-hours deadline has no constitutional basis

Kosovo’s constitution does not stipulate any time-frame for the winning party to propose a mandate for forming a government, says constitutional affairs expert, Mazllum Baraliu.

Baraliu said for KosovaPress that there is no time limit when Vetevendosje Movement (VV) should propose its mandate, although it should not be delayed a lot.

The deadline for forming the government, Baraliu says, begins when VV will send the prime minister’s name to the president. Once that happen, he says, the 15-day deadline for forming the government is starting.

According to him, country’s constitution should set all deadlines, as many uncertainties are being created because of inaccuracies.

Regarding failure to reach the agreement between VV and the LDK Baraliu considers it  irresponsibility of both parties towards their voters.
